Project's Objective

The VSB library compiled a list of different government agencies' business registration/ regulation forms that are typically completed in the course of doing and/or starting a business in the Philippines. The compilation's objective is to provide a single location where all widely used government forms for business may be accessed.

ANTI-MONEY LAUNDERING COUNCIL (AMLC)

The Anti-Money Laundering Council (AMLC) was created pursuant to Republic Act No. 9160, otherwise known as the “Anti-Money Laundering Act of 2001” (AMLA), to protect the integrity and confidentiality of bank accounts and to ensure that the Philippines shall not be used as a money laundering site for the proceeds of any unlawful activity. The AMLC is the Philippines’ Financial Intelligence Unit (FIU) tasked to implement the AMLA, as amended by Republic Act Nos. 9194, 10167, and 10365, as well Republic Act No. 10168, otherwise known as the “Terrorism Financing Prevention and Suppression Act of 2012”.

ANTI-RED TAPE AUTHORITY (ARTA)

Anti-Red Tape Authority (ARTA) is the government agency mandated to administer and implement the Section 17 of Republic Act 11032: the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 and its Implementing Rules and Regulations, and to monitor and ensure compliance with the national policy on anti-red tape and ease of doing business in the country. It is mandated to implement various ease of doing business and anti-red tape reform initiatives aimed at improving the ranking of the Philippines, among other functions.

BUREAU OF INTERNAL REVENUE (BIR)

The Bureau of Internal Revenue (BIR) is an agency of Department of Finance. BIR collects more than half of the total revenues of the government. The powers and duties of the Bureau of Internal Revenue are: reduction and collection of all internal revenue taxes, fees and charges; and enforcement of all forfeitures, penalties, and fines connected therewith, including the execution of judgments in all cases decided in its favor by the Court of Tax Appeals and the ordinary courts. It shall also give effect to the administer supervisory and police powers conferred to it by the National Internal Revenue Code and special laws.

BUREAU OF CUSTOMS (BOC)

The Bureau of Customs (BOC) is an agency of Department of Finance. The Bureau has the following duties under the Customs Modernization and Tariff Act (RA 10863): 
(a) assessment and collection of customs revenues from imported goods and other dues, fees, charges, fines and penalties accruing under the CMTA; (b) simplification and harmonization of customs procedures to facilitate movement of goods in international trade; (c) border control to prevent entry of smuggled goods; (d) prevention and suppression of smuggling and other customs fraud; (e) facilitation and security of international trade and commerce through an informed compliance program; (f) supervision and control over the entrance and clearance of vessels and aircraft engaged in foreign commerce; (g) supervision and control over the handling of foreign mails arriving in the Philippines for the purpose of collecting revenues and preventing the entry of contraband; (h) supervision and control on all import and export cargoes, landed or stored in piers, airports, terminal facilities, including container yards and freight stations for the protection of government revenue and prevention of entry of contraband; (i) conduct a compensation study with the end view of developing and recommending to the President a competitive compensation and remuneration system to attract and retain highly qualified personnel, while ensuring that the Bureau remains financially sound and sustainable; (j) exercise of exclusive original jurisdiction over forfeiture cases under the CMTA; and (k) enforcement of the CMTA and all other laws, rules and regulations related to customs administration.

CONSTRUCTION INDUSTRY AUTHORITY OF THE PHILIPPINES (CIAP)

The Construction Industry Authority of the Philippines (CIAP) is a government agency attached to the Department of Trade and Industry (DTI) for policy and program coordination. It was created in 28 November 1980 by Presidential Decree (PD) No. 1746 to promote, accelerate, and regulate the growth and development of the construction industry. The primary purpose of its creation is for it to act as a central agency for cohesive industry policy formulation, coordination with other government agencies on matters affecting the industry, and implementation of programs to address industry problems.

COOPERATIVE DEVELOPMENT AUTHORITY (CDA)

The Cooperative Development Authority (CDA) is the sole government agency created by virtue of Republic Act. No. 6939 in compliance with the provisions of Section 15, Article XII of the Philippine Constitution of 1987 which mandates Congress to create an agency to promote the viability and growth of cooperatives as instruments for equality, social justice and economic development. RA 6939 was signed into law on March 10, 1990. The CDA is governed by the Board of Administrators consisting of a Chairman and six (6) members appointed by the President and are chosen from among the nominees of the cooperative sector with two (2) representatives each from Luzon, Visayas, and Mindanao. They serve for a term of six (6) years without reappointment.
